Someone on the ISS (International Space Station), which is the Shuttle’s usual destination these days.

There are three possibilities, depending on which mission the picture is from.

The first is an astronaut onboard the International Space Station. That’s where the shuttle spends most of its time these days, trying to complete the construction.

The second, if the mission is an earlier one, is someone onboard Mir. The shuttle paid a few visits to Mir before it finally re-entered Earth’s atmosphere.

The third is an astronaut on a mobility unit. This is basically a backpack with small rockets on, and is used to allow the astronaut to make his way from the shuttle to a satellite that is too big or unstable to attach to the shuttle’s robot arm.
